“THE OFFICE I SEEK: WHAT THE LAW DEMANDS, WHAT YOU DESERVE”
A Constitutional and Moral Education for the People of Orhionmwon/Uhunmwode Federal Constituency

_My dear people of Orhionmwon/Uhunmwode,_
_Faithful members of the All Progressives Congress,_

> _And I add: Representation is not representation, if it forgets the village that sent it._
As we approach the APC direct primary on *15th May, 2026*, you must know not just _who_ you are sending, but _what_ you are sending him to do.
The House of Representatives is not a title. It is a trust.
It is not a reward. It is a responsibility defined by the 1999 Constitution of the Federal Republic of Nigeria (as amended)*, by extant laws, and by the moral contract between the people and their servant.

So permit me, as a Lawyer, Policy Analyst, Political Scientist, and Public Administrator, to educate us on the duties of your Federal Legislator:
1. Lawmaking — Section 4, 58 & 59 of the 1999 Constitution
Your Representative does not build roads with his hands. He builds the law that compels the Executive to build them.
He sponsors and debates *Bills* that become Acts — on education, health, agriculture, security, and local government funding.
He moves *Motions* that draw national attention to the flooding in Iguomo, the collapsed bridge in Abudu, the unemployment in Ehor, and the insecurity in Urhonigbe.

> _A sharp and focused mind reads the Appropriation Bill line by line. He knows that if Orhionmwon and Uhunmwode are missing from the budget, our children will be missing from the future.
2. Representation — Section 14(2)(c) of the 1999 Constitution
“Sovereignty belongs to the people… from whom government… derives all its powers and authority.”
Your voice must be in the chamber. When a law affects farmers in Ugu, traders in Ehor, or students in Igieduma, your son must rise to speak — with facts, with law, and with fire.

*3. Oversight — Sections 88 & 89 of the 1999 Constitution*
The National Assembly has power to expose corruption, inefficiency, or waste.
Your Representative sits on Committees to invite Ministers, MDAs, and contractors. He asks: _“Where is the constituency project for Orhionmwon? Why was the contract for Ugboko awarded but not executed?”_

II. THE SOCIAL AND MORAL DUTIES: WHAT CONSCIENCE DEMANDS
Beyond the black letters of the law, a legislator carries a moral brief from his people:
1. To be the Conscience of the Constituency
When government policy hurts the weak, he must speak. When justice is delayed in Evboesi, he must petition. When democracy is threatened, he must defend it.

2. To be a Bridge, Not a Wall
He links Oza to Abuja. He interprets national policy to the market woman in Ehor and takes her feedback back to the floor. He convenes town halls because Section 14(2)(b) says the security and welfare of the people shall be the _primary purpose_ of government.

3. To Give Account
Public office is public trust. Every year, your Representative must return home to render stewardship. Not with rice alone, but with _results_: Bills sponsored, motions moved, projects attracted, questions asked.

III. WHY YOU NEED A SHARP AND FOCUSED MIND
Lawmaking is not guesswork. One wrong clause in a Bill can deny Urhonigbe a school for 20 years.
versight is not noise. It is forensic. It demands a man who can read audit reports, understand procurement law, and cross-examine a Public servant without fear.

As a Lawyer, I know the law and how to use it as a tool for liberation.
As a Policy Analyst, I can dissect the Medium Term Expenditure Framework and find where Orhionmwon/Uhunmwode has been shortchanged.
As a Political Scientist, I understand power — how it moves, how it is checked, and how it must serve the people.
As a Public Administrator, I know how bureaucracy works, and how to make it work for you.

*The benefit?* Motions that do not die on the Order Paper. Bills that do not gather dust. Oversight that produces completed projects in Isi, Ehor, Urhonigbe, Abudu, and all 22 wards.
IV. MY COVENANT WITH YOU
If you, the card-carrying members of the APC, give me your mandate on May 15th:
1. I will legislate with precision — every Bill will carry the DNA of Orhionmwon/Uhunmwode.
2. I will oversight with courage— no agency will take our people for granted.
3. I will represent with fidelity— your pain will be my speech, your hope will be my vote.

On May 15th, choose knowledge over noise. Choose competence over connections. Choose a servant who understands the weight of the Mace.
We have walked together. Now, let us legislate together.
