ESSEH-A Mandate Of Hope As Besta Justin Ozeoya Reels Out Agenda For Owan East Council Chairmanship

My campaign is code named ESSE and titled the Mandate of hope. ESSE is a greeting common with the majority of Owan people. It brings love, hope, and suitable in every situation of life in Owan.
ESSEH is an acronym for my campaign promises and covenant with my Owan people. The first letter E stands for Education, the next S stands for Security, and the next S is Sports while the E stands for Economy, and while the last letter H stands for health. It symbolically represents the five fingers of a human hand. With these five points agenda, Owan East will experience a turnaround in massive development and good governance, ushering in growth and prosperity like never before.
EDUCATION
This is the greatest legacy an accountable government can bequeath its people. This journey will begin with reconstruction, renovation, and supply of all necessary materials to primary schools to create a befitting environment for learning.
We therefore address the issue of staffing in collaboration with the unified teaching service commission to ensure that the ratio of pupils per teacher is not overwhelming.
We will address the dropout of the school situation, which has littered our streets with idle children who become highly gullible to crimes and juvenile delinquency. Vocational centers will be created in every Ward to absorb such children where they will be trained in different skills acquisition, arts, and crafts. This will no doubt redirect these children back to worthy lives and stabilize their future, also reducing their involvement in future crimes. If there’re no idle children available for crimes, the supply chain will be broken, and security will be beefed up.
Prompt payment of teachers salaries will be a culture that will be made sacrosanct and an annual best teachers award will be established to encourage commitment, hard work, excellence and to reverse the old belief that teachers reward is only in heaven. No more, as one of them from that constituency, though they may receive greater rewards in heaven, but right here in Owan East, they will be encouraged and rewarded.
To return discipline in our schools, the Supervisor for Education will be empowered to lead a committee of retired teachers for regular inspection of schools to ensure proper supervision,monitoring, and evaluation of school activities.
We will also institute a bursary award program for indigent students of Owan East origin in all the tertiary institutions in Nigeria.
