Mbah Signs ₦1.62 Trillion Enugu 2026 Budget, Retains 80% Capital Allocation

Governor of Enugu State, Dr. Peter Mbah, has signed the Enugu State 2026 Appropriation Bill into law, reaffirming his administration’s commitment to deepening the transformation recorded across all sectors of the state.

The governor appended his signature to the bill on Wednesday at the Executive Chamber, Government House, Enugu, where he commended members of the Enugu State House of Assembly for the speedy and thorough consideration of the budget. He assured that implementation would begin immediately.

Out of the total ₦1.62 trillion budget, ₦1.296 trillion, representing 80 per cent, was allocated to capital expenditure, while ₦321.3 billion, or 20 per cent, was set aside for recurrent expenditure. This aligns with the administration’s established budgeting pattern, following capital allocations of 79 per cent in 2024 and 86 per cent in 2025.

Sectoral breakdown shows the Economic Sector leading with ₦825.9 billion, accounting for 51 per cent of the total budget. The Social Sector follows with ₦644.7 billion, representing 40.1 per cent, while the Administration, Justice, and Regional sectors received ₦128 billion, ₦15.8 billion, and ₦2 billion respectively.

Education received the highest sectoral allocation at 32.27 per cent, with ₦30 billion earmarked for school feeding programmes across the 260 Smart Green Schools, sustaining the administration’s tradition of allocating over 30 per cent to education.

Funding sources for the 2026 budget include ₦870 billion from Internally Generated Revenue (IGR), ₦387 billion from the Federation Account Allocation Committee (FAAC), and ₦329 billion from capital receipts.

Governor Mbah said the budget was anchored on inclusivity, accountability, transparency, traceability, and strong institutions to ensure value for every kobo spent. He described the ₦870 billion IGR projection as achievable, citing the growth of the state’s IGR from below ₦30 billion in 2023 to over ₦180 billion in 2024 and ₦400 billion in 2025.

According to him, Enugu could soon run its affairs without depending on FAAC allocations if revenue targets are met. He, however, stressed that achieving the ambitious revenue goal would require hard work and discipline, declaring that government officials would forgo yuletide holidays to focus on revenue generation.

Speaking earlier, the Speaker of the Enugu State House of Assembly, Hon. Uchenna Ugwu, said the early involvement of lawmakers in the budgeting process made the exercise seamless and people-oriented. He assured residents to expect major projects in 2026, including road construction, rail development, additional aircraft, transport terminals, Smart Secondary Schools, and the completion of the 260 farm estates.
