More and more offices are empty in Berlin, but 95 high-rise buildings with new offices are to be built there in the next few years. How come?

One might think, in Berlin no one works anymore. In many offices there are no lights on at any time of the day and there are no people in suits rushing through the hallways to the next meeting. Real estate consultancy JLL reports that 1.9 million square meters of office space are empty in the capital.
But at the same time it looks as if Berlin is preparing for an onslaught of working people. The construction of 95 new high-rise buildings is currently planned, according to a recent request from the Greens in the House of Representatives. New office space is to be built in most of these towers. Of all things.
