IGP Egbetokun Appoints SP Orvenonne Ikwen as National Coordinator of POCACOV

The Inspector-General of Police, IGP Kayode Adeolu Egbetokun, PhD, NPM, has approved the appointment of SP Orvenonne Ikwen as the new National Coordinator of the Police Campaign Against Cultism and Other Vices (POCACOV). The initiative is the Nigeria Police Force’s flagship non-kinetic programme focused on combating cultism and other social vices through prevention, advocacy, and community engagement.

The appointment, announced on 22 November 2025 by the Force Public Relations Officer, CSP Benjamin Hundeyin, aligns with the IGP’s broader vision of modern, intelligence-led, technology-driven, and citizen-focused policing. This approach emphasizes early intervention, stronger community partnerships, and improved public trust.

SP Ikwen, a distinguished police officer and development practitioner, brings extensive experience in operational policing, security research, and strategic communication. She holds a PhD in Computer Science with a specialization in Artificial Intelligence and Data Science from the University of Calabar. She is also a member of the Institute of Strategic Management of Nigeria (ISMN) and the Institute of Conflict Management and Negotiation Analyst (ICMNA).

Her professional background includes notable contributions in technology-enhanced policing, behavioural change communication, public relations, research, and inter-agency collaboration.

As National Coordinator, she is expected to expand POCACOV’s reach across schools, tertiary institutions, communities, and youth platforms nationwide. Her mandate includes addressing cultism, drug abuse, gender-based violence, cyber vulnerabilities, misinformation, and other emerging social threats using preventive and community-driven strategies.

The IGP tasked her with deploying innovative crime-prevention tactics while strengthening collaboration with traditional institutions, educational bodies, civil society organisations, youth groups, and existing partners of the initiative.

IGP Egbetokun further stressed that POCACOV must continue to evolve as a people-friendly, rule-of-law-focused framework that enhances national security through trust-building, advocacy, and youth empowerment.
